At the June 17, 2019 Board of Supervisors budget meeting, Marin County IST CIO, Liza Massey advised the board in verbal testimony that IST was going to create a Digital Infrastructure Strategic Plan (hereinafter "Plan") and a consulting firm would be hired to assist with that effort, and or other efforts.  Several topics were discussed and it was unclear to what extent the consulting firm would provide services and for what purposes.

Pursuant to California Public Records Act (Government Code Section 6250 et seq.; hereinafter the “Act”), please provide me with the following documents:

1.  A copy of the current Digital Infrastructure Strategic Plan.

2.  A copy of any contractual agreement between Marin County and the consulting firm hired to assist IST with the Plan or for other related purposes.

The County does not have a current Digital Infrastructure Strategic Plan.  The discussion on June 17, 2019 was regarding funding for development of a Plan. While funding was subsequently approved, development of the Plan has not yet begun.

 

  1. A copy of any contractual agreement between Marin County and the consulting firm hired to assist IST with the Plan or for other related purposes. 

The County has not hired a consulting firm, nor has a scope of work been drafted to do so.  Activities to date include drafting an project plan, identifying a County employee to act as project manager, and researching plans from other jurisdictions.  These activities were conducted by IST employees.
